I’d have to wait to mid-December. I’ve decided that there are some pros to living upstairs. I talked to my mom today and she actually listened to my concerns and gave me some suggestions on how to sort of deal with them (like asking the complex if they have any plans for upstairs tenants in the event of a weather emergency.) She’s also going to look into movers so getting my stuff up there won’t be as much of a pain.  

At this point, I think I just need to get into my own place, so I may take the upstairs apartment after all. That way I’ll be able to get my dog back and have my independence back.
