I just want to go for a swim! Why am I being poolblocked?

I keep seeing people swimming there until 10 pm. It’s 9 pm on a Friday and it’s deserted so I thought I could get a swim in. But it’s locked up. At 9 pm on a Friday. W.T.F?!!!?!?!?!?!?!??!?!?!?????
