In short yes, he has always been morally ambiguous.
Seven destroyed Skaro. Like straight up blew up an entire planet. Only wait, no, he didn’t. He tricked Davros into doing it. He manipulated one of his greatest enemies into burning ALL of his own shit to the ground and when Davros begged for mercy, Seven was all “lol bye” and left Davros to cry over the atomized remains of his home and legacy.
Man no wonder that guy snapped and tried to annihilate all reality.
